Commission lays out next steps in development of Single Digital Gateway

Today, the Commission organised a high-level conference on the future of the Single Digital Gateway. The event is an opportunity to take stock of the Single Digital Gateway, which four years into its implementation, offers a range of practical information, advice and access to various administrative procedures to help businesses expand abroad and citizens to exercise their rights when living, travelling, working or studying in the EU.

Recognising this momentum, the Commission also laid out plans for the next stage in the development of the Single Digital Gateway, with the objective of helping to consolidate the Single Market’s integration and to support Europe’s competitiveness. 

The Single Digital Gateway was launched in 2020 and today facilitates citizens and businesses access information and procedures in areas such as applying for university abroad or starting a business in another EU country.

Other procedures to be added soon will for instance include getting permits under the net-zero industry and critical raw materials acts, which are strategic to our industrial policy.

Users can access the Single Digital Gateway through the user friendly and multilingual Your Europe portal .The Single Digital Gateway also includes critical cross-border infrastructure, like the Once-Only Technical System , where people can simply ask competent authorities to retrieve legal documents and data, such as diplomas or permits, directly from the authentic sources.

The DMA is already transforming how big tech does business in Europe, and given that EU digital laws tend to become global standards — what Anu Bradford of Columbia Law School has called the “Brussels effect” — Europe has become a testing ground for the future of digital markets, impacting everything from how video games are sold online to the information available for use in targeted advertising to the ease with which users can communicate between platforms and devices, whether its sending videos from an iPhone to an Android device or texting between iMessenger and WhatsApp.

The legislation is complicated but, in general, platforms designated as “gatekeepers” — those with a market value of €75 billion ($81.7 billion) or annual revenue of at least €7.5 billion ($8.17 billion) within the EU, and at least 45 million monthly end-users on at least one core platform — are required to take proactive steps to ensure their services treat competitors fairly and to allow customers to pick and choose among digital services, whatever hardware or operating system they are using. The DMA will initially apply to six “gatekeeper” companies: Alphabet, Amazon, Apple, TikTok owner ByteDance, Meta and Microsoft.

In Europe, the message for tech giants is “with power comes responsibility” said EU Competition Commissioner Margrethe Vestager, speaking at SXSW on March 11. And Europe is ready to punish companies that act irresponsibly. The DMA includes penalties allowing the EU to fine first-time DMA offenders up to 10 percent of their company’s total worldwide turnover and double that for repeat infringements. To get an idea of the scale of these punishments: If Meta broke the DMA rules, it could cost the company $13.4 billion (10 percent of the company’s 2023 worldwide revenue of $134 billion) for its first offense.

As if to show it means business, on March 4 the EU levied a €1.8 billion ($2 billion) fine on Apple for unfairly favoring its own music streaming service by forbidding rivals like Spotify from telling users how they could pay for cheaper subscriptions outside of iPhone apps. In a separate antitrust action against Google, the EU filed the company €2.42 billion ($2.64 billion) for favoring its own price comparison shopping service over smaller European rivals.

Both Apple and Google are appealing the penalties.

But in a similar DMA-related dispute with Epic Games, producers of Fortnite , Apple backed down, reversing a previous decision to block an Epic Games app store for iOS that would circumvent Apple’s online stores.

Before Europe’s law even went into effect, and before the full impact of the legislation could be assessed, governments from London to Tokyo were rushing to write their own copycat versions of the DMA. It’s a repeat of what happened with Europe’s General Data Protection Regulation (GDPR) privacy law, enacted in 2018, which became the model for at least 150 similar regulations worldwide, including California’s Consumer Privacy Act.

“Already we’re seeing copies of this Digital Markets Act, or variations of it, appear in places like Japan, the U.K., Brazil, Mexico, even India,” says Bill Echikson, a senior fellow with the think tank the Center for European Policy Analysis (CEPA). “I think, in the democratic world [the DMA] will become the de facto standard.”

Smaller media companies, particularly in Europe, are hopeful the DMA will allow them to break the hold the international giants have on the digital market. Ahead of the legislation, Germany’s top two commercial TV companies, RTL Deutschland and ProSiebenSat.1 launched a joint adtech partnership to offer broadcasters and publishers across Europe the ability to do cross-platform ad campaigns “independent of the U.S. tech giants.”

But Echikson warns the DMA might have the opposite effect and actually help “reinforce the gatekeepers” because the global tech giants will be able to use their dominant position to squeeze out their competitors.

The E.U.’s Regulatory Crackdown: The Highlights

July 2021 – Amazon fined €746 million ($888 million) for violating EU data protection rules (GDPR).

September 2022 – Google fined €4.12 billion ($4.13 billion) for using its Android mobile operating system to thwart rivals.

April 2023 – Ireland’s data regulator fined TikTok €345 million ($377 million) for breaking EU data law in its handling of children’s accounts.

May 2023 – Meta fined €1.2 billion ($1.3 billion) for violating GDPR.

June 2023 – Microsoft discloses it has set aside $425 million in anticipation of a fine it expects to receive from Ireland’s data regulator for violations of GDPR by its LinkedIn subsidiary.

March 2024 – Apple fined €1.8 billion ($2 billion) over abusive App store rules for music streaming providers.

Accenture to Expand Public Service Digital Transformation Capabilities Across Europe with Acquisition of Arηs Group

NEW YORK and BELVAUX, Luxembourg; Mar. 18, 2024 – Accenture (NYSE: ACN) has agreed to acquire Arηs (pronounced Aris) Group, a technology services provider focused on supporting public sector transformation across Europe.

The acquisition will further enhance Accenture’s public service offering, drawing on a wide range of innovative solutions to help clients take advantage of a full continuum of technology expertise and accelerate their digital transformation.

Based in Luxembourg and privately held, Arηs Group was founded in 2003 and has grown into one of the largest independent service providers in Europe’s public sector market. With a team of more than 2,330 people across Luxembourg, Belgium, and Greece primarily, Arηs Group focuses on work with the European Union, including the EU Commission, its various institutions and member state organizations.

LONDON (AP) — Europeans scrolling their phones and computers this week will get new choices for default browsers and search engines, where to download iPhone apps and how their personal online data is used.

They’re part of changes required under the Digital Markets Act , a set of European Union regulations that six tech companies classed as “gatekeepers” — Amazon, Apple, Google parent Alphabet, Meta, Microsoft and TikTok owner ByteDance — will have to start following by midnight Wednesday.

The DMA is the latest in a series of regulations that Europe has passed as a global leader in reining in the dominance of large tech companies. Tech giants have responded — sometimes reluctantly — by changing some of their long-held ways of doing business, such as Apple allowing people to install smartphone apps outside of its App Store .

The new rules have broad but vague goals of making digital markets “fairer” and “more contestable.” They are kicking in as efforts around the world to crack down on the tech industry are picking up pace.

Here’s a look at how the Digital Markets Act will work:

WHAT COMPANIES HAVE TO FOLLOW THE RULES?

Some 22 services, from operating systems to messenger apps and social media platforms, will be in the DMA’s crosshairs.

They include Google services like Maps, YouTube, the Chrome browser and Android operating system, plus Amazon’s Marketplace and Apple’s Safari Browser and iOS.

Meta’s Facebook, Instagram and WhatsApp are included as well as Microsoft’s Windows and LinkedIn.

The companies face the threat of hefty fines worth up to 20% of their annual global revenue for repeated violations — which could amount to billions of dollars — or even a breakup of their businesses for “systematic infringements.”

WHAT EFFECT WILL THE RULES HAVE GLOBALLY?

The Digital Markets Act is a fresh milestone for the 27-nation European Union in its longstanding role as a worldwide trendsetter in clamping down on the tech industry.

The bloc has previously hit Google with whopping fines in antitrust cases, rolled out tough rules to clean up social media and is bringing in world-first artificial intelligence regulations .

Now, places like Japan, Britain, Mexico, South Korea, Australia, Brazil and India are drawing up their own versions of DMA-like rules aimed at preventing tech companies from dominating digital markets.

“We’re seeing copycats around the world already,” said Bill Echikson, senior fellow at the Center for European Policy Analysis, a Washington-based think tank. The DMA “will become the defacto standard” for digital regulation in the democratic world, he said.

Officials will be looking to Brussels for guidance , said Zach Meyers, assistant director at the Center for European Reform, a think tank in London.

“If it works, many Western countries will probably try to follow the DMA to avoid fragmentation and the risk of taking a different approach that fails,” he said.

HOW WILL DOWNLOADING APPS CHANGE?

In one of the biggest changes, Apple has said it will let European iPhone users download apps outside its App Store, which comes installed on its mobile devices.

The company has long resisted such a move, with a big chunk of its revenue coming from the 30% fee it charges for payments — such as for Disney+ subscriptions — made through iOS apps. Apple has warned that “sideloading” apps will come with added security risks.

Now, Apple is cutting those fees it collects from app developers in Europe that opt to stay within the company’s payment-processing system. But it’s adding a 50-euro cent fee for each iOS app installed through third-party app stores, which critics say will deter the many existing free apps — whose developers currently don’t pay any fee — from jumping ship.

“Why would they possibly opt into a world where they have to pay a 50 cent per-user fee?” said Avery Gardiner, Spotify’s global director of competition policy. “So those alternative app stores will never get traction, because they’ll be missing this huge chunk of apps that would need to be there in order for customers to find the store attractive.”

“That is utterly at odds with the very purpose of the DMA,” Gardiner added.

Brussels will be closely scrutinizing whether tech companies are complying.

EU competition chief Margrethe Vestager said this week that after 10 years on the job, “I have seen quite a number of antitrust cases and quite a lot of creativity built into how to work around the rules that we have.”

HOW WILL PEOPLE GET MORE OPTIONS ONLINE?

Consumers won’t be forced into default choices for key services.

Android users can pick which search engine to use by default, while iPhone users will get to choose which browser will be their go-to. Europeans will see choice screens on their devices. Microsoft, meanwhile, will stop forcing people to use its Edge browser.

The idea is to stop people from being nudged into using Apple’s Safari browser or Google’s Search app. But smaller players still worry that they might end up worse off than before.

Users might just stick with what they recognize because they don’t know anything about the other options, said Christian Kroll, CEO of Berlin-based search engine Ecosia.

Ecosia has been pushing for Apple and Google to include more information about rival services in the choice screens.

“If people don’t know what the alternatives are, it’s rather unlikely that many of them will select an alternative,” Kroll said. “I’m a big fan of the DMA. I am not sure yet if it will have the results that we’re hoping for.”

EUROPE'S largest digital ceiling is set to be unveiled in the UK - and it's the equivalent of four tennis courts in size.

The screen, at Manchester's iconic Printworks building, runs the length and breadth of the internal streets within the 150-year-old complex - 1000 square metres in total.

Part of a £21million transformation, the five-year project opens to the public today, and visitors will be able to see it for free - with its makers claiming it "must be seen to be believed."

More than 250 hours of footage has been filmed for the screen, resulting in 100 different pieces of content - including the first ever underwater performance of legendary opera , Carmen.

Filming for all the content took 12 months, and features nine actors, eight dancers, six dogs , four rabbits, three snakes, three swimmers, two tarantulas, one baby - and one Coronation Street star.

Ben Haller, spokesperson for DTZ Investors, which led the refurbishment of Printworks said: "Visitors will have seen nothing like this before.

Luxury recliner seating has been installed to complement the 20 newly refurbished screens at Printworks - making it the largest cinema complex outside of London.
