Seeing that he couldn't afford one for himself, not even second-hand, he decided to take the plunge and start producing his own models. His aim is to make sailing accessible to everyone. To achieve this, he uses construction methods and the reuse of materials that enable him to produce sailboats at truly surprising prices.

For Emilien, outsourcing is out of the question: his boats are built in France. And yet, a small, ready-to-sail 16-foot polyester trimaran starts at ?12,500. By way of comparison, the Astus 16.5 is advertised from ?21,200...

To pull off this magic trick, Emilien opted for stitch-and-glue construction, not with plywood panels, but with polyester laminates. As a result, all his models are designed from easy-to-assemble expandable shapes to save time.

For all accessories, Emilien relies on what's already available on the market. For example, he based the design of his 16-foot trimaran on the mainsail surface of a Hobbie Cat 16, a common model that all master sailmakers know how to produce, and which is also easy to find second-hand.

What's more, Emilien admits to limiting himself in terms of finishing. Hours of sanding are time-consuming and costly. While the exterior is clean, because it's built on marble, the sober interior is less polished than some of today's products. The price to pay for not paying it?

Today, Emilien builds boats by the unit. He can either supply the plans for an amateur build, or deliver the boat at different stages of construction: bareboat or ready-to-sail.

The range includes small trimarans, from 4 to 7 m, as well as 7 and 8 m habitable integral dinghies. For example, the MDR 7.0, a 6.98 m integral dinghy with 4 berths, 1.78 m headroom, galley and head, is priced at ?28,500. Strike 18 trimaran using a 16ft beach cat for hulls and rig

The 18ft STRIKE is a trimaran design that uses a 16ft beach cat as the outriggers/amas and rig. The main hull is plywood and has a dory shape that is extremely easy to build. The cabin top is removable to convert a fast day sailing boat that sits six in dry comfort into a simple pocket cruiser that sleeps two.

You can use most 16 ft beach cats as outriggers (but I do not recommend using the Hobie 16). If you cannot find a suitable donor beach cat then you can build the Quattro 16 to use for outriggers. Please ask for advice if you are uncertain which boat to use.

The prototype Strike 18  was one of our personal boats and we sailed it as much as we could from 2009-14. So check the Year Reviews for more videos, photos and comments. The Plans Update Strike page has some more detailed photos of the boat and trailer.

Allan reports that it was blowing 25-30 knots today and he sailed up the section of the East Coast between Rangaunu and  Houhora, surfing at over 20 knots. He has never sailed her in conditions like that before, but says she handled the conditions and speed with ease. She's the open version, and he's camping under a boom tent."

After a year of slow, part time, building the prototype Strike was launched in Canada on September 2nd 2009.

NOTE: Most of these comments also apply to the Strike 16, the smaller sister to the 18, so I suggest you also check out that design on its own page. The Strike 15 and 20 are designed primarily for racing, not day sailing and cruising.

The Strike is available as both an open deck boat, as we have built, and also one with a removable cuddy for a basic one/two person micro cruiser. In its open deck form I recommend this as an inshore Category D boat. That is because it has a large open cockpit which could get swamped.

However, in 4 years sailing we have never had more than light spray on board. And of course the boat will still be safe when swamped as there are big built in buoyancy compartments in the bow and stern of the main hull, never mind the sealed outriggers. With the cabin attached the boat is Cat C, Coastal, as it then has a "watertight" main hull

One reason why I build prototypes is to refine the design. Even before launching our Strike I decided to raise the wing bottoms slightly and to lower the front windscreen. Even with the raised wing and lowered windscreen there is still plenty of room below with the cuddy fitted. So the boat you build will look more streamlined than ours.

On the prototype the outriggers are cut down 18ft singlehander hulls. The mast is a shortened Tornado mast while the mainsail was originally a cut down 18sqm but was changed in 2010 to one from a Trac 16. The original jib was also from a Tornado, but 38 years old. Later this too was changed to a sail bought on ebay. So, as you can see, with a bit of time spent modifying things, you can use parts from most beach cats.

I found that the boomless mainsail is horrible. (Something I had actually already learnt when sailing a Dart 18). For as soon as you ease the mainsheet the sail goes baggy and you can no longer point and tacking is hard.

I also decided that for sensible cruising (as opposed to just burning around in the bay) I need a set of reef points, while a furling jib would also be nice. Other than that the boat sailed great! And it could definitely be pushed hard without problems. 

Despite the evidence from this video   http://www.youtube.com/v/ycsGLNuA6FQ which shows us sailing at a similar speed to a F24 trimaran, the Strike is not intended as a fast, "hairy" boat to sail. Instead it is for those who may be new to boatbuilding and multihulls and want to start with a quick and easy project. And it is also for those who already have a beach cat and enjoy it, but who also want to be able to take the whole family out on gentle sails.

The windscreen serves several purposes. Obviously it helps keep the crew dry and is also used as the front of the removable cabin. But it also means the boom is well above head height, important for family crews. Furthermore, a beach cat mast and mast foot can be used without modification. If a windscreen is not used then a complicated extension would be needed to raise the boom, and unfortunately such an extension would be in the most loaded mast area.

Various windscreen and cabin options are available. This is a long windscreen version (our Strike had a short version windscreen)

It is a "sit in" boat, rather than a "sit on" boat, which is more comfortable and a lot more reassuring for nervous crews and for those with young children. Even on windy sails I usually sail without foul weather gear and no spray comes on board. In part that's because of the big wings/cockpit extensions. Again, they may look ungainly, but they sure do keep spray down! Check out videos of other similar trimarans on youtube and you'll see how wet some of them are to sail. It's not just the sea-waves that can come onboard but also the bow wave and spray can flick over the gunwale to soak the crew

Although I did draw and then make a removable solid cuddy we found that it made the sailing awkward. So I much prefer to use a boomtent when sleeping on board. When we kept the boat in a marina we used to leave the tent up so that it kept the rain out of the cockpit

As the photo above and videos show it is extremely relaxing to sit back and steer (cockpit cushions were one of the first additions - along with drink holders). The cockpit is a very sociable area and easily sits four adults, it is possible to squeeze in six. In comparison a "sit on" boat is tiring after only a few minutes.

This "sailing kayak" concept has several major disadvantages.

When you drive a car your passenger sits next to you, not behind you. It's more sociable that way and makes it easier to talk. Compare it to riding pillion on a motorbike which means all you really see is someones head, not the view. Often the passenger sits in front of helmsman, not only does that block his view but also it is the passenger who gets hit by spray, it's hard to duck out of the way when sitting in a fixed position. It is usually the passenger who is the reluctant sailor - very off putting, even for me, to be hit in the face by cold water! Again check the owners comments about how dry the Strike 16 and 18 are to sail.

And that is another thing I don't like. I find it nice to walk round the boat, and with a bad back I cannot sit still for hours. Sitting in the hull gives you a great impression of speed, because you are so close to the water (but its also very wet, as I just said). Sitting high on the trampoline feels like flying and you get a good view of approaching waves and wind gusts.

But boats are not just for sailing! You also have to get on and off it. That may well mean coming into a dock or pontoon. Doing this on a small trimaran is tricky at the best of times, because you cannot get to the outrigger bow to fend off or jump ashore. So, on a boat where you are trapped in the central hull, you will have to be very skilled to avoid bumping the dock especially if you come alongside under sail..

It's not much better if you have an engine, for it will be very difficult to start and control when you are sitting facing forwards and the engine is behind you.

Many of those boats are steered with your feet. One argument for that approach is that you have both hands free to drink or smoke. That doesn't stop anyone I know from doing that when driving a car! and has never stopped me when holding a tiller.

My hands are much more sensitive than my feet. People don't usually play a piano or paint with their feet! Furthermore the more joints/wires between rudder and tiller the more friction and slackness. So the steering feels heavy and sloppy. Check out the video below for what it should be like to steer a small trimaran.

However, if you want to blast around then the crew can sit on the outrigger and really power the boat up. So a telescopic tiller extension is ideal. (We use a 3ft-6ft extending brush handle, much cheaper than the real thing). Even in light winds the Strike is fast and easy to sail - just look at the thumb holding up the tiller!

Many people still think that a multihull is unresponsive and difficult to manouever. So check out this video!

For trailering the outrigger hulls fold up. Because they are beach cat hulls they are very light (around 40kgs, under 100lbs) and so it is easy to do, even singlehanded. The centre of gravity is still relatively low so no problems when driving. Trailering beam is under 8ft.

The flat hull bottom makes it very easy to launch and retrieve, while no trailer chocks are needed. Initially we used a flat bed trailer, but now have a off the shelf 1000lb (400kgs) boat trailer. Because of the flat bottom a strop fore and aft is sufficient to hold the hull securely on the trailer. I have found that much of the time spent assembling a trailable boat is un-tying all the bits. So the fewer strops the better.

As always, practice makes perfect and we can now launch and retrieve the boat in under 15 minutes. I timed one such retrieval. We sailed up onto the beach (no motor) at 4.36pm and drove away with the boat lashed down on the trailer at 4.49pm. Thirteen minutes! And that was basically singlehanded, as Jetti was taking video. In 2012 we trailed our Strike 2800 miles from Port Townsend, Wa, USA to Arizona and back to sail at the Lake Havasu PCC (see Year Review 2012)

The first home builders Strike 18 I sailed was the one below, based on a Prindle 16 and built in Texas. Seen here with three big men and two boys on board.

The owner arrived at 12 noon, we rigged the boat launched it and were sailing before 1pm. We took out several interested people for short sails and then took the boat out of the water and derigged it. The owner drove away again at 4pm, see below

Please note: It isn't possible to make a "bigger" Strike and fold it the same way, people aren't tall or strong enough to fold up the outriggers. Furthermore the boat would be too wide to be legally trailed. But see the Strike 20, which has a narrower cockpit but folds the same way - it's a more suitable design for day racers.

"Our preliminary sail was almost completely successful...had a bit of a problem getting the main totally up. Nevertheless, we did manage to see over eight knots on the GPS. Yesterday I went out solo in a light wind which built to somewhere around ten knots with gusts. Saw ten knots briefly. The boat sails great! Very responsive. Very pleased with its performance and looking forward to see that improve as I get some small issues sorted. Richard: thank you very much for a great design!"

Anyway the boat is a joy to sail and I am thankful to Richard for the design."

A trimaran is a multi hulled sailboat with three individual hulls; the main hull ( vaka ) and a pair of outrigger hulls ( amas ). These smaller outrigger hulls are attached to the main hull using beams. 

While trimarans have a rich history dating back nearly four millennia, these types of sailboats have only gained popularity in the late 1900s and early 2000s. 

Trimarans are primarily used as personal boats for sailing enthusiasts or racing. Steve Mnuchin’s at it again: From ‘Mad Max’ and ‘The Lego Movie’ to TikTok and a wobbling community bank

It seems like a bizarre mishmash: A former Trump cabinet official is saying he wants to  buy TikTok  just days after leading a group that pumped  $1 billion into a beaten-down bank . But it all actually fits in with the complicated career of Steven Mnuchin.

The man who served as former President Donald Trump’s Treasury secretary is well connected in the world of finance, after all. From 1985 to 2002, he worked at Goldman Sachs , one of the most storied — and criticized — investment banks on Wall Street.

Mnuchin also has a history in media and entertainment. Among his Hollywood credits are “Mad Max: Fury Road” and “The Lego Movie,” where he was one of the executive producers. Think of them as much bigger-budget versions of TikTok videos.

And Mnuchin certainly has experience taking risks with troubled institutions. He famously swooped in to turn around the struggling IndyMac bank after its failure in the financial crisis of 2008.

But for critics, Mnuchin’s dealmaking also raises concerns about ethics. Robert Weissman, president of the watchdog group Public Citizen, points to TikTok in particular, where the U.S. government may force its Chinese owners to sell. Imagine something similar happening in another country, where its former finance minister ended up as the buyer, he said.

“When you’re at the top of the financial policymaking hierarchy, you don’t jump from that to figure out how you can help yourself,” Weissman said.

Other former Treasury secretaries have gone to Wall Street after their terms ended, including Robert Rubin, a Goldman Sachs executive who served under President Clinton. In all cases, the move carries the appearance of cashing in on their time in government, Weissman said.

Mnuchin, who couldn’t be reached for comment through a request via his private-equity firm, has often generated controversy as he has generated cash.

After leaving the Treasury Department in January 2021, he launched his private-equity fund, Liberty Strategic Capital, which raised $2.5 billion by that September,  according to news reports .

Much of that money was from government-controlled investment funds in Saudi Arabia and other Persian Gulf states, which Mnuchin had frequently visited as Treasury secretary. He was in the Middle East just weeks before leaving office, cutting the trip short after the Jan. 6 Capitol riot.

The rapid shift from his government travel overseas to business dealings in those same countries prompted a watchdog group, Citizens for Responsibility and Ethics in Washington, to call for a  one-year ban on senior government officials  doing business overseas after leaving office.

Earlier this month, Mnuchin jumped back into the headlines when his PE firm led a roughly $1 billion investment in embattled New York Community Bancorp .

NYCB was looking for a lifeline, and its stock had at one point plunged more than 80% from the start of the year. The bank is struggling with falling values for investments tied to commercial real estate and the growing pains associated with some of its past acquisitions.

It all hearkens back to the move that may have defined Mnuchin’s career.

In 2009, OneWest Bank Group, where Mnuchin was chairman and CEO, bought the troubled IndyMac after federal regulators took over the bank. Other big-name backers included funds tied to George Soros and hedge-fund manager John Paulson.

OneWest bought all of IndyMac’s deposits and assets at a discount of $4.7 billion following an auction by the Federal Deposit of Insurance Corp. The FDIC also agreed to share in the losses created by some mortgages tied to single-family homes.

Kevin Kaiser, an adjunct professor of finance at the Wharton School, said such investors can profit by buying at steep discounts when markets are panicking. To ensure the investment pays off, however, investors like Mnuchin have to pay hardball with borrowers at risk of default, he said.

“They’re a little bit sharp elbowed,” Kaiser said, referring to distressed-property investors as a group. “And what that means is they’re not shy to get into a bit of a conflict situation.”

After OneWest, Mnuchin was Trump’s top fundraiser in the 2016 election. He came under fire in Congress when he was nominated for the Treasury post, after it came out that OneWest foreclosed on tens of thousands of homes after the U.S. housing bubble popped.

Advocates found the bank particularly difficult to work with under government mortgage modification programs. Some of those who lost their homes had voted for Trump in 2016 and were  disappointed in Mnuchin’s nomination .

Maxine Waters, the top Democrat of the House’s financial committee, at the time called Mnuchin the “foreclosure king.”

In testimony before a Senate committee considering his nomination, Mnuchin said he had worked to help homeowners remain in their homes and that his company had extended more than 100,000 loan modifications to borrowers.

Mnuchin was Treasury secretary in 2020, when the Trump administration brokered a deal where Oracle and Walmart would take a large stake in TikTok. That deal eventually fizzled for several reasons, but the popular video app is again under pressure after the House of Representatives passed a bill Wednesday to ban it in the U.S. if its China-based owner doesn’t sell its stake.

On Thursday, Mnuchin said in an interview with CNBC that he had spoken with “a bunch of people” about creating an investor group to buy TikTok.

And Mnuchin may not be done.

Mnuchin has plenty of potential, distressed targets given the banking industry’s troubles, said Chris Caulfield, who runs the banking practice at West Monroe, a consulting firm.

Besides having a history of bringing in new leadership teams to right struggling banks, Mnuchin also has experience in the potentially thorny world of regulations.

“He also has access to capital,” Caulfield said of Mnuchin. “Should there be need for more capital, he’s somebody who’s very adept at putting consortiums together.”

WASHINGTON — Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) imposed sanctions on 16 entities and individuals who compose an expansive business network spanning the Horn of Africa, the United Arab Emirates (UAE), and Cyprus that raises and launders funds for al-Shabaab, a terrorist group affiliated with al-Qa’ida.  Individuals within this network include influential businesspeople in the region that lend financial backing to al-Shabaab, a terrorist group responsible for some of the worst terrorist attacks in East Africa’s modern history.  These attacks have claimed the lives of thousands of innocent civilians.  These individuals and entities are being designated pursuant to Executive Order (E.O.) 13224, as amended, which targets terrorist groups and their enablers.    

“The United States is committed to working with regional partners to root out terror financing networks and the entities they abuse to raise and move funds,” said Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian E. Nelson. “Today’s action is part of a multifaceted effort by Treasury to support the Somali government’s economic offensive against al-Shabaab—one of three pillars in their campaign to degrade this deadly terrorist group.” 

Al-Shabaab generates over $100 million per year by extorting local businesses and individuals, as well as through the financial support of affiliated businesspeople.  The threat posed by al-Shabaab is not limited to Somalia.  Al-Shabaab’s revenues are disbursed to other al-Qa’ida-supported groups worldwide and help fund al-Qa’ida’s global ambitions to sow discord and undermine good governance.  This action continues Treasury’s efforts to disrupt al-Shabaab’s abuse of the regional financial system and builds on OFAC’s October 2022  designation of a network of al-Shabaab financial facilitators who served as key interlocutors between al-Shabaab and local businesses in Somalia.  

AL-SHABAAB MONEY LAUNDERERS IN THE UAE AND EASTERN AFRICA

The network of individuals and entities designated today have been involved in the raising and laundering of millions of dollars through several businesses at the direction and in the interest of al-Shabaab.

Dubai-based Haleel Commodities L.L.C. , also known as   Haleel Group,   is a key financial facilitator for al-Shabaab, which relies on the leaders of Haleel Group, as well as its branches and subsidiaries in Somalia, Kenya, Uganda, and Cyprus to generate and launder funds.  Haleel Group’s subsidiaries in Cyprus include Haleel Finance LTD , Haleel Holdings , and Haleel LTD ; the group also has branches in Kenya ( Haleel Commodities Limited ) and Uganda ( Haleel Commodities LTD ) and operates as Haleel Electronics in Somalia. 

UAE-based Qemat Al Najah General Trading  has served as an important money laundering node in the network, and helped  manage and transfer funds for al-Shabaab in connection with Haleel Group.

Kenya-based Faysal Yusuf Dini  ( Dini ) is an al-Shabaab financial facilitator who leverages Haleel Group   and some of its leadership to transfer funds on behalf of al-Shabaab.  He also works closely with Kenya-based Mohamed Jumale Ali Awale  ( Awale ) to plan investment projects and money laundering activities.  This includes managing al-Shabaab funds laundered through investment projects and companies, including through Kenya-based Crown Bus Services .  Crown Bus Services has also   supported al-Shabaab’s logistical operations. 

Hassan Abdirahman Mahamed , a Finland-based Somali citizen, uses money transfer and hawala businesses to support al-Shabaab’s money laundering operations linked to the network of Haleel Group and Qemat Al Najah General Trading.  UAE-based Mohamed Artan Robel  is another member of this money laundering network supporting al-Shabaab through the Haleel Group and Qemat Al Najah General Trading.  Abdikarin Farah Mohamed is a Somalia-based key member of this money laundering network. 

Farhan Hussein Hayder  ( Hayder ) directs and manages Haleel Group’s   branches in Kenya, Uganda, Cyprus, and the UAE, and supports al-Shabaab by generating funds for the group through these businesses. 

A notable part of this network is active in Uganda.  Specifically, Abdulkadir Omar Abdullahi  ( Abdullahi ), is associated with Haleel Group’s Uganda branch as its director, along with Omar Sheikh Ali Hilowle  ( Hilowle ) and Hayder.  In his role, Abdullahi has managed and transferred funds for al-Shabaab. 

Farhan Hussein Hayder,   Mohamed Jumale Ali Awale, Abdulkadir Omar Abdullahi, and Qemat Al Najah General Trading   are being designated pursuant to E.O. 13224, as amended, for having acted or purported to act for or on behalf of, directly or indirectly, al-Shabaab, a person whose property is and interest in property are blocked pursuant to E.O. 13224. 

Faysal Yusuf Dini, Omar Sheikh Ali Hilowle,   Abdikarin Farah Mohamed,   and Mohamed Artan Robel are being designated pursuant to E.O. 13224, as amended, for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, al-Shabaab, a person whose property and interest in property are blocked pursuant to E.O. 13224. 

Hassan Abdirahman Mahamed is being designated pursuant to E.O. 13224, as amended, for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, Haleel Commodities L.L.C., a person whose property and interest in property are blocked pursuant to E.O. 13224, as amended.

UAE-based Haleel Commodities L.L.C., is being designated pursuant to E.O. 13224, as amended, for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, al-Shabaab, a person whose property and interest in property are blocked pursuant to E.O. 13224.

Cyprus-based Haleel Finance LTD, Haleel Holdings, and Haleel LTD are being designated pursuant to E.O. 13244, as amended, for being owned, controlled, or directed by, directly or indirectly, Haleel Commodities L.L.C., a person whose property and interest in property are proposed to be blacked pursuant to E.O. 13224, as amended.

Kenya-based Haleel Commodities Limited and Crown Bus Services   are being designated pursuant to E.O. 13244, as amended, for being owned, controlled, or directed by, directly or indirectly, Mohamed Jumale Ali Awale, a person whose property and interest in property are proposed to be blacked pursuant to E.O. 13224, as amended.

Uganda-based Haleel Commodities LTD is being designated pursuant to E.O. 13244, as amended, for being owned, controlled, or directed by, directly or indirectly, Farhan Hussein Hayder, a person whose property and interest in property are proposed to be blacked pursuant to E.O. 13224, as amended.

SANCTIONS IMPLICATIONS

As a result of today’s action, all property and interests in property of the individuals and entities named above, and of any entities that are owned, directly or indirectly, 50 percent or more by them, individually, or with other blocked persons, that are in the United States or in the possession or control of U.S. persons must be blocked and reported to OFAC.  OFAC’s regulations generally prohibit all dealings by U.S. persons or within the United States (including transactions transiting the United States) that involve any property or interests in property of designated or blocked persons.  

Furthermore, engaging in certain transactions with the individuals designated today entails risk of secondary sanctions pursuant to E.O. 13224, as amended.  Pursuant to this authority, OFAC can prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account of a foreign financial institution that knowingly conducted or facilitated any significant transaction on behalf of a Specially Designated Global Terrorist.

The power and integrity of OFAC sanctions derive not only from OFAC’s ability to designate and add persons to the Specially Designated Nationals and Blocked Persons (SDN) List, but also from its willingness to remove persons from the SDN List consistent with the law.  The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior.  For information concerning the process for seeking removal from an OFAC list, including the SDN List, please refer to  OFAC’s Frequently Asked Question 897 here . Mnuchin’s interest in TikTok and distressed NY bank echoes his pre-Trump investment playbook

NEW YORK (AP) — It seems like a bizarre mishmash: A former Trump cabinet official is saying he wants to buy TikTok just days after leading a group that pumped $1 billion into a beaten-down bank . But it all actually fits in with the complicated career of Steven Mnuchin.

The man who served as former President Donald Trump’s Treasury secretary is well connected in the world of finance, after all. From 1985 to 2002, he worked at Goldman Sachs, one of the most storied — and criticized — investment banks on Wall Street.

Mnuchin also has a history in media and entertainment. Among his Hollywood credits are “Mad Max: Fury Road” and “The Lego Movie,” where he was one of the executive producers. Think of them as much bigger-budget versions of TikTok videos.

And Mnuchin certainly has experience taking risks with troubled institutions. He famously swooped in to turn around the struggling IndyMac bank after its failure in the financial crisis of 2008.

But for critics, Mnuchin’s dealmaking also raises concerns about ethics. Robert Weissman, president of the watchdog group Public Citizen, points to TikTok in particular, where the U.S. government may force its Chinese owners to sell. Imagine something similar happening in another country, where its former finance minister ended up as the buyer, he said.

“When you’re at the top of the financial policymaking hierarchy, you don’t jump from that to figure out how you can help yourself,” Weissman said.

Other former Treasury secretaries have gone to Wall Street after their terms ended, including Robert Rubin, a Goldman Sachs executive who served under President Clinton. In all cases, the move carries the appearance of cashing in on their time in government, Weissman said.

Mnuchin, who couldn’t be reached for comment through a request via his private-equity firm, has often generated controversy as he has generated cash.

After leaving the Treasury Department in January 2021, he launched his private-equity fund, Liberty Strategic Capital, which raised $2.5 billion by that September, according to news reports .

Much of that money was from government-controlled investment funds in Saudi Arabia and other Persian Gulf states, which Mnuchin had frequently visited as Treasury secretary. He was in the Middle East just weeks before leaving office, cutting the trip short after the Jan. 6 Capitol riot.

The rapid shift from his government travel overseas to business dealings in those same countries prompted a watchdog group, Citizens for Responsibility and Ethics in Washington, to call for a one-year ban on senior government officials doing business overseas after leaving office.

Earlier this month, Mnuchin jumped back into the headlines when his PE firm led a roughly $1 billion investment in embattled New York Community Bancorp.

NYCB was looking for a lifeline, and its stock had at one point plunged more than 80% from the start of the year. The bank is struggling with falling values for investments tied to commercial real estate and the growing pains associated with some of its past acquisitions.

It all hearkens back to the move that may have defined Mnuchin’s career.

In 2009, OneWest Bank Group, where Mnuchin was chairman and CEO, bought the troubled IndyMac after federal regulators took over the bank. Other big-name backers included funds tied to George Soros and hedge-fund manager John Paulson.

OneWest bought all of IndyMac’s deposits and assets at a discount of $4.7 billion following an auction by the Federal Deposit of Insurance Corp. The FDIC also agreed to share in the losses created by some mortgages tied to single-family homes.

Kevin Kaiser, an adjunct professor of finance at the Wharton School, said such investors can profit by buying at steep discounts when markets are panicking. To ensure the investment pays off, however, investors like Mnuchin have to pay hardball with borrowers at risk of default, he said.

“They’re a little bit sharp elbowed,” Kaiser said, referring to distressed-property investors as a group. “And what that means is they’re not shy to get into a bit of a conflict situation.”

After OneWest, Mnuchin was Trump’s top fundraiser in the 2016 election. He came under fire in Congress when he was nominated for the Treasury post, after it came out that OneWest foreclosed on tens of thousands of homes after the U.S. housing bubble popped.

Advocates found the bank particularly difficult to work with under government mortgage modification programs. Some of those who lost their homes had voted for Trump in 2016 and were disappointed in Mnuchin’s nomination .

Maxine Waters, the top Democrat of the House’s financial committee, at the time called Mnuchin the “foreclosure king.”

In testimony before a Senate committee considering his nomination, Mnuchin said he had worked to help homeowners remain in their homes and that his company had extended more than 100,000 loan modifications to borrowers.

Mnuchin was Treasury secretary in 2020, when the Trump administration brokered a deal where Oracle and Walmart would take a large stake in TikTok. That deal eventually fizzled for several reasons, but the popular video app is again under pressure after the House of Representatives passed a bill Wednesday to ban it in the U.S. if its China-based owner doesn’t sell its stake.

On Thursday, Mnuchin said in an interview with CNBC that he had spoken with “a bunch of people” about creating an investor group to buy TikTok.

And Mnuchin may not be done.

Mnuchin has plenty of potential, distressed targets given the banking industry’s troubles, said Chris Caulfield, who runs the banking practice at West Monroe, a consulting firm.

Besides having a history of bringing in new leadership teams to right struggling banks, Mnuchin also has experience in the potentially thorny world of regulations.

“He also has access to capital,” Caulfield said of Mnuchin. “Should there be need for more capital, he’s somebody who’s very adept at putting consortiums together.”
