Greenwich bumps up fees for boat mooring and other neighborhood notes

The Representative Town Meeting approved a small hike in boat mooring fees that will take effect in the new year.

The old fee was $75 per year and officials approved a request to bump it up to $100 per year. The RTM approved the request by a vote of 163 in favor and six opposed during its Dec. 11 meeting.

The Harbor Management Commission, which oversees the upkeep and rentals of the town’s moorings, said the new fee brings Greenwich in line with the prices charged by neighboring towns .

Thee are some 800 moorings off the Greenwich coast and the HMC estimates about half of them are privately owned.

The HMC brought in $58,000 in fees last year, according to budget documents provided to the Board of Selectmen in October . 

Increasing the fee would generate an extra $20,000 each year, HMC officials estimated. The money would be used to hire support staff and some could be stored away as a rainy day fund.

Additionally, part of the new money from increased fees would be used to remove about 50 abandoned moorings that present a danger to boaters and swimmers.

The Department of Parks and Recreation has opened its 12th annual snow sculpture contest and it will accept entries for the next few months.

After building their snowy displays, entrants need to snap a photo and upload it to the town website for a chance to win a prize.

Participants must be Greenwich residents aged 18 years or older. Parents and guardians may submit photos taken by minors under 18. Employees and family members of the Greenwich Parks and Recreation Department are not eligible to participate.

The deadline to enter the contest is March 1.

By submitting a photo, Parks and Recreation reserves the right to use it in official Town of Greenwich media, like its websites, newsletters, flyers and more. Entrants should contact the Recreation Office with concerns about the use of submitted photographs in town media.

The Board of Selectmen approved  some increases to fees charged by Parks and Recreation last week.

Joe Siciliano, director of the Parks and Recreation Department, said his team does this type of “modest increase” each year to ensure the town can maintain its levels of service.

There will be myriad increases for organized recreation activities, marine activities, most camps and more. Fees to play at the Griffith E. Harris Golf Course, for example, would generally increase just a dollar from current rates.

Many fees would stay the same, including the prices for annual beach passes and fees for riding the town's ferries.

Siciliano also noted that if a child cannot afford to participate in a camp or other activity, they have a scholarship fund to help them.

“If there are really people that are in need, we have a way to apply for a scholarship for families,” he said during the selectmen meeting. “My goal as the department head is to make sure those kids have access to the programs, so no one will go without.”

The selectmen approved the fee increase unanimously on Thursday and the new fees will take effect in the new year.

The town’s Energy Management Advisory Committee will host a virtual seminar Monday for homeowners to learn more about pairing residential solar panels with battery storage systems.

This webinar is the first of two that EMAC is organizing as part of “PowerSmart Greenwich,” a public information campaign funded by a grant from the U.S. Department of Energy. There will be a second webinar in January, but it has yet to be scheduled.

“Greenwich has been leading the way in helping residents to make smart energy choices,” EMAC Chair Peter Schweinfurth said in a statement. “Now we’re pleased to help accelerate the transition to solar plus energy storage in our homes. This combination helps to provide environmentally friendly options for household energy use.” 

Battery storage allows homeowners to store the energy gathered by solar panels during the day. Homeowners can also sell excess power back to Eversource by entering a net metering agreement .

Webinar participants will learn about the different incentives available for homeowners in Greenwich to purchase battery storage systems and more.

  • For boaters to come in on a short term basis to restock, unload, wash and power up. This in for an hour only, unless prior arrangements have been made with the Manager or Steward.
  • For emergency uses only. To date, we have had over three emergencies where boaters without power or leaks have had to come into the marina quickly.
  • Alcohol must be purchased from the bar when you are staying on the deck.
  • Coolers should be left on your boats or in your cars. Our staff will be enforcing this throughout the season.

SS South Steyne still trying to find a home as NSW's only heritage-listed vessel commemorates anniversary

New South Wales's only heritage-listed ship is celebrating 86 years at sea, but the prized steam ferry has also been left without a permanent home going on eight years.

The SS South Steyne was launched from Leith, Scotland on April 1, 1938, and arrived in Sydney after a rigorous 64-day maiden voyage.

The ship's rare Harland and Wolff steam engines, which were put together by the same people who built the Titanic, made the South Steyne one of the fastest steam ferries in the world during the 1940s and 50s.

Queen Elizabeth II, who was fond of the vessel, recommissioned it during her visit to Australia in 1988. It was also her royal yacht while she was in the country.

Over the years it has operated as the Manly ferry it's estimated the South Steyne sailed from Manly to Circular Quay more than 100,000 times and transported more than 92 million passengers.

It was also an information centre for the 2000 Summer Olympics and a floating restaurant.

But the ferry has now been inactive for years, currently moored in Berrys Bay in Sydney's lower north shore.

Brian McDermott, who has owned the ship for the past 30 years, recalled the moment he was told the ferry had to be moved.

"We got kicked out of Darling Harbour when they were redeveloping the whole site down there with the convention centre," he said.

"People came up with some objections.

"But they promised us faithfully we would get a new wharf just around there at the Maritime Heritage Precinct area next to the Maritime Museum. Now that was eight years ago come this Anzac Day."

Mr McDermott has frequently tried to find a permanent home for the South Steyne as he keeps up with the expensive costs for ongoing maintenance and wharf space.

"We're stuck in limbo. We've been looking for a long time," he said.

"We've reached out to I think every heritage minister and every transport minister for the last eight years, and it keeps coming back to the scenario that there is a real-estate shortage, or everybody wants to have a waterfront view on Sydney Harbour.

"People want to build a block of flats right down the waterfront and therefore they don't really want to have the vessels and commercial activity both coming and going to disturb the peace.

"There just didn't seem to be anything available on Sydney Harbour, and that's the problem for us."

Berthing options under consideration

Mr McDermott said he had a meeting with the office of Transport Minister Jo Haylen last December and "other meetings" that were "promising".

The ABC reached out to Ms Haylen's office but did not receive a response by the time of publication.

A Transport for NSW spokesperson told the ABC that berthing options for the South Steyne were still being considered. 

"Transport for NSW Maritime is aware that there are limited locations for vessels such as the South Steyne to berth in Sydney Harbour and we are exploring berthing options with the owner and stakeholders," they said.

"There is need to both retain and explore increasing vessel storage options on the harbour to meet future expected demand."

Mr McDermott believes the ferry will "survive" the coming years and primarily wants to see it reach its 100th anniversary in 2038.

"It'll survive, the ship will survive. It'll go from owner to owner from government to government. The people of New South Wales will just make sure the ship survives," he said.

"I'd just love to see the ship get through to the centenary more than anything else. And it will be one of the most fabulous things to have the ship steaming on Sydney Harbour on its centenary in 2038.

"That would probably be a bit of a dream. I don't think I'll be around to see it, but it'll be a great thing for the people of New South Wales."
