Profile: Qatar Emir, Sheikh Tamim bin Hamad Al Thani

  • Published 25 June 2013

Qatar's Crown Prince Sheikh Tamim Bin Hamad al-Thani smiles during his arrival for a visit at Khartoum Airport, in this December 4, 2011 file picture.

British-educated Sheikh Tamim bin Hamad Al Thani was named emir of Qatar after his 61-year-old father, Sheikh Hamad bin Khalifa Al Thani, announced his abdication as leader of the gas-rich Gulf state in June 2013.

Sheikh Hamad's abdication broke the mould of Gulf politics, where rulers traditionally remain on the throne until they die. Sheikh Tamim, 33, presents a younger face as ruler, at odds with the older generations in neighbouring states.

Nevertheless, under Sheikh Tamim's rule Qatar is expected to continue on the path set by his father, with his mother, Mozah bint Nasser Al Missned, remaining one of the key driving forces in the country's politics.

Taking over from his father, whose 18-year rule was marked by the emergence of Qatar as an influential player on both the Gulf and world stage, Sheikh Tamim's elevation to emir marks the confirmation of the Al Thani dynasty's grip on power in Qatar.

Al Thani family members hold many key posts in the country's government, and the smooth transition to a new emir underlines a desire for stability in an unpredictable region.

Qatar became an influential regional player under the rule of Sheikh Hamad bin Khalifa, backing the Arab Spring revolutions and siding with rebels fighting against authoritarian governments in Syria and Libya.

It is also home to the Al-Jazeera TV channel and it has won the right to host the 2022 football World Cup.

Sports figure

Sheikh Tamim was born in Doha in 1980, the fourth son of Sheikh Hamad. He became the Gulf state's heir apparent in 2003 after his older brother Jasim renounced his claim to the throne.

The young Tamim was sent to Britain for his education at Sherborne School in Dorset. Sherborne's only overseas branch now operates in Doha.

After achieving his A-Levels, he followed his father's example by attending the Royal Military Academy in Sandhurst.

He graduated in 1998 before being inducted into the Qatari armed forces as a Second Lieutenant. He was appointed deputy commander-in-chief of Qatar's armed forces in 2009.

It is as a sports administrator that the young sheikh has excelled. In 2006, readers of the Egyptian newspaper Al-Ahram voted him "the best sport personality in the Arab world". That year he chaired the organising committee of the 15th Asian Games in Doha, attended by all member countries for the first time.

A member of the International Olympic Committee, Sheikh Tamim also heads Doha's bid for the 2020 Olympic Games.

As well as the Fifa World Cup, Qatar will also host the 2014 Fina (International Swimming Federation) Swimming World Championships. In addition, Qatar Sport Investments, established by Sheikh Tamim in 2005, owns big-spending French football club Paris Saint-Germain.

Which sports most interest the new emir is unclear, but he has been filmed playing badminton, and seen 10-pin bowling with former Egyptian military chief Mohammed Hussein Tantawi.

Other posts held by Sheikh Tamim include chairman of the Supreme Council for the Environment and Natural Reserves, chairman of the Supreme Education Council, and chairman of the board of directors of the Qatar Investment Authority.

In 2005, Sheikh Tamim married his second cousin Sheikha Jawaher bint Hamad bin Suhaim Al Thani. They have four children.

A second marriage in 2009 to Sheikha Anoud bint Mana al-Hajri brought two further children - in total, three sons and three daughters.

Who Is Qatar's New Art Emir? Meet Sheikh Tamim bin Hamad al-Thani

WHO IS HE? Sheikh Tamim bin Hamad al-Thani, 33, is the son of Sheikh Hamad bin Khalifa al-Thani, the potentate who since 1995 has ruled the Gulf state of Qatar—and who this week announced he would be giving up power, making his son the new emir. Educated in England and currently heading the committee planning Qatar's hosting of the 2022 World Cup, Sheikh Tamim now will hold sway over the oil-rich emirate's international and domestic affairs, which include the Qatar Museums Authority, chaired by his sister Al-Mayassa bint Hamad bin Khalifa Al-Thani.

WHY SHOULD WE CARE?

Well, Qatar is believed to be the world's biggest buyer of contemporary art, acquiring hundreds of millions of dollars of work privately and at auction—including showstopping older masterpieces as well, like the world-record $250 million Cezanne the QMA reportedly bought in 2012. Now news outlets and art insiders are wondering whether the new sheikh will increase the small country’s global art profile. The New York Times also reports speculation that the new emir will expand personal freedoms—a major step in a country currently without a democracy—so there's that too.

WHY DOES QATAR LIKE ART SO MUCH?

In recent years, art has become a high-profile national status symbol in the region, with states like Abu Dhabi and Dubai spending enormous sums to create art fairs, museums, and even entire museum islands (as is the case with Abu Dhabi's Saadiyat Island, intended to hold satellites of the Louvre and the Guggenheim). This competition is driven in part by a strategic attempt to park oil dollars in investment-grade art material, but also a desire to gain prestige on the international stage.

To this end, Sheikh Tamim's mother, Sheikha Moza Bint Nasser Al-Misned, spearheaded the founding of Mathaf, the Arab Museum of Contemporary Art in 2010. Meanwhile, the five-year-old Museum of Islamic Art, Doha has quickly ascended to be considered one of the finest collections of Islamic art in the world. The country’s ever-increasing focus on the arts seems likely to be expanded by the new leader.

WHO IS ON QATAR'S ART TEAM? A number of high-profile art insiders have staked out key positions in the rapidly growing art scene in Qatar. Edward Dolman, the QMA'S executive director and CEO, was CEO of Christie's before joining after 27 years at the auction house. He was followed to his post by former Christie's contemporary-art specialist Jean-Paul Engelen. In May, 2009 Abdellah Karroum, curator of the 2009 Marrakech Biennial and associate curator of the Palais de Tokyo's 2012 Triennial, was named the new director of Mathaf.

WHAT PROJECTS ARE ALREADY IN THE WORKS?

With the country's megamuseums bolstering auction sales the world over, the Qatar National Museum (part of the QMA) is slated to re-open in 2014 as re-envisioned by Jean Nouvel. The Authority also announced plans this month for a temporary museum in Al Zubarah, dedicated to archeological finds at the ancient trading center. Rumors have also circulated in the press that the country is clandestinely planning a biennial for 2014. The AMA also plans to hold the largest-ever exhibition of Damien Hirst 's work in Doha in 2014, following up its similarly sweeping 2012 retrospective of Takashi Murakami .

WHY SHOULD YOU BE EXTRA-SPECIAL NICE TO THE NEW SHEIKH? Freedom of expression isn’t guaranteed for curators and artists working in the country. Qatar’s sole political prisoner, the poet Mohammad ibn al-Dheeb al-Ajami, got a life sentence for penning a verse about “sheiks playing on their PlayStations” because of laws against criticizing the emir. The sentence was commuted to 15 years.

PARIS (AP) — The emir of Qatar spoke Tuesday of “a race against time” to secure hostage releases as part of the diplomatic push for a cease-fire in the Israel-Hamas war in Gaza in which his country is playing a key role.

Sheikh Tamim bin Hamad Al Thani was speaking on a state visit to France, at a dinner in his honor with his host, French President Emmanuel Macron. He noted that their two countries are working intensely on Gaza diplomacy but also spoke soberingly about the mounting human losses.

“The world sees a genocide of the Palestinian people. Hunger, forced displacement, savage bombardments are used as weapons. And the international community still hasn’t managed to adopt a unified position to end the war in Gaza and provide the strict minimum of protection for children, women and civilians,” the Qatari leader said, speaking through a translator.

“We are in a race against time to bring the hostages back to their families and at the same time we must work to put an end to the suffering of the Palestinian people.”

While the emir has made previous trips to France, the two-day state visit is his first since his accession to the throne in 2013.

His meetings with President Emmanuel Macron comes as negotiators from the United States, Egypt and Qatar have been working to broker a cease-fire deal in which the militant group Hamas would free some of the dozens of hostages it holds in exchange for Israel’s release of Palestinian prisoners and a six-week halt in the fighting.

U.S. President Joe Biden said on Monday that Israel would be willing to pause its war on Hamas in Gaza during the upcoming Islamic holy month of Ramadan if a deal is reached to release some of the hostages held by the militants.

Israeli officials said Biden’s comments came as a surprise and were not made in coordination with the country’s leadership. A Hamas official played down any sense of progress, saying the group wouldn’t soften its demands.

Negotiations were continuing Tuesday in Qatar.

Roughly 130 hostages remain in Gaza, but Israel says about a quarter of them are dead.

The start of Ramadan, which is expected to be around March 10, is seen as an unofficial deadline for a cease-fire. The month is a time of heightened religious observance and dawn-to-dusk fasting for hundreds of millions of Muslims around the world.

Macron said on X, formerly Twitter, that France and Qatar in a joint operation chartered humanitarian and medical aid on Tuesday for “the people of Gaza.” Macron said “75 tons of freight, 10 ambulances, food rations, 300 family tents” arrived in el-Arish airport in Egypt, near the Rafah crossing to Gaza.

France and Qatar also mediated a deal in January for the shipment of medicine for the dozens of hostages held by Hamas. Qatar authorities said last week that Hamas has started delivering the medication.

On Wednesday, the prime ministers of Qatar and France will chair an economic forum to boost investments in sectors such as artificial intelligence, health, green technologies, transport and tourism.

Behind the scenes: How the Israel-Hamas truce deal came together

Here’s how the negotiations involving Israel, Hamas, Qatar, the US and Egypt unfolded.

Families and friends of about 240 hostages held by Hamas in Gaza

Shortly after the Hamas group took captives during their deadly assault on southern Israel on October 7 , the government of Qatar contacted the White House with a request: Form a small team of advisers to help get the captives freed.

That effort, which began in the days after the captives were taken, finally bore fruit with the announcement of a truce mediated by Qatar and Egypt and agreed by Israel, Hamas and the United States.

Here is how it unfolded, as pieced together by Al Jazeera. Some of these details are based on Reuters interviews with two US officials.

  • On October 7, Hamas fired a huge barrage of rockets into southern Israel, with sirens heard as far away as Tel Aviv and Beersheba.
  • As the attack was unfolding later in the day, Israeli media reported armed men seized captives in Ofakim.
  • Palestinian Islamic Jihad said it was holding Israeli soldiers, and Hamas social media accounts showed footage appearing to show captives being taken into Gaza.
  • One video showed three young men in vests, shorts and flip-flops being marched through a security installation with Hebrew writing on the wall. Other videos showed female captives and Israeli soldiers being dragged from a military vehicle.
  • Israel responded by starting a weeks-long bombardment on the Gaza Strip.

Diplomatic responses to the October 7 attack

  • Qatar, a close US ally, approached the White House shortly after October 7 with sensitive information regarding the captives and the potential for their release, officials told Reuters.
  • The Qataris asked that a small team, or a “cell”, be established to work on the issue privately with the Israelis.
  • The secretive effort included tense personal diplomatic engagement by US President Joe Biden, who held a number of urgent conversations with the Emir of Qatar Sheikh Tamim bin Hamad Al Thani and Israeli Prime Minister Benjamin Netanyahu in the weeks leading up to the deal.
  • Sullivan directed McGurk and another National Security Council official, Josh Geltzer, to establish the team. This was done without telling other relevant US agencies because Qatar and Israel demanded extreme secrecy with only a few people to be in the know, the officials said.
  • According to Reuters reports, US Middle East envoy Brett McGurk held daily morning calls with the prime minister of Qatar, Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani. He reported back to national security adviser Jake Sullivan, and Biden was briefed daily on the process.

Brett McGurk, Mohammed bin Abdulrahman bin Jassim Al Thani and Jake Sullivan

  • Biden got an upfront look at what the victims of the Hamas attack endured when he held an emotional, lengthy meeting with the families of Americans who were either being held captive or were unaccounted for.
  • “They’re going through agony not knowing what the status of their sons, daughters, husbands, wives, children are,” he said. “You know, it’s gut-wrenching. I assured them of my personal commitment to do everything possible, everything possible” to ensure the Americans’ return.

  • Biden travelled to Tel Aviv for talks with Netanyahu. The official told Reuters that securing the release of captives was a central focus of his discussions with Netanyahu and his war cabinet, as was humanitarian assistance.
  • Qatari and Egyptian mediation leads to the release of two elderly Israeli women. Yokheved Lifshitz and Nurit Yitzhak, also known as Nurit Cooper, were released on “humanitarian” grounds, according to Hamas.
  • The 85-year-old Lifshitz said at a news conference on Tuesday that she was hurt during the abduction but was treated well during captivity. Both women’s husbands remain captive.

  • Five days later, the White House team’s work helped yield the release of two American captives, Natalie Raanan, 17, and her mother, Judith, 59.
  • From outside his West Wing office, Sullivan, the US Middle East envoy McGurk, and Sullivan’s deputy Jon Finer tracked in real time the captives’ difficult, multi-hour journey out of Gaza.
  • They were transferred to Egypt through the Rafah crossing with the help of the International Committee of the Red Cross (ICRC). They met with Israeli security forces in Egypt and were transferred to a military base in Israel to be reunited with their family.
  • The return of the two Americans proved it was possible to gain freedom for captives and gave Biden confidence that Qatar could mediate the release of more people, officials said.
  • Now, an intensified process started to get more captives out. CIA Director Bill Burns began speaking regularly with Mossad Director David Barnea.
📢 We facilitated the release of 2 more hostages, transporting them out of #Gaza this evening. Our role as a neutral intermediary makes this work possible & we are ready to facilitate any future release. We hope that they will soon be back with their loved ones. — ICRC (@ICRC) October 23, 2023
  • Israel was poised to launch a ground offensive in Gaza, the US side got word that Hamas had agreed to the parameters of a deal to release women and children, which would mean a pause and a delay in the ground invasion.
  • US officials debated with the Israelis whether the ground offensive should be delayed.
  • The Israelis argued that terms were not firm enough to delay since there was no proof of life for the captives. Hamas claimed they could not determine who was being held until a pause in fighting began.
  • The US and Israeli governments viewed the Hamas position as disingenuous. An unnamed official told Reuters that Israel’s invasion plan was adapted to support a pause if a deal came together.
  • Israel steps up its ground attack on Gaza three days later, on October 27.
  • According to the Israeli military, a fifth person, a soldier, Private Ori Megidish, was rescued on October 30 during a ground raid inside Gaza.
  • Abu Obeida said the soldier was not held by the Qassam Brigades, and it was possible she was held by civilians or individual parties in Gaza.

‘Pulling teeth’

  • Over the next three weeks, Biden engaged in detailed talks as proposals about a potential captive release were traded back and forth. Demands were made that Hamas produce the lists of captives it was holding, their identifying information, and guarantees of release.
  • The process was long and sometimes seemed to move painfully slow – communication was difficult, and messages had to be passed from Doha or Cairo into Gaza and back before being relayed to Israel and the US, according to officials.
  • “Every step of this is like pulling teeth,” one official said at the time, according to a report by CNN.
  • Biden held a previously undisclosed phone call with the Qatari prime minister when the phasing of releases began to take shape, the official told Reuters.
  • Under the agreement that was taking shape, women and children captives would be freed in a first phase, together with a commensurate release of Palestinian prisoners from the Israelis.
  • The Israelis insisted Hamas ensure all women and children come out in this phase. The US side agreed and demanded through Qatar a proof of life or identifying information for women and children held by Hamas.
  • Hamas said it could guarantee 50 in the first phase but refused to produce a detailed list of the captives.
  • CIA director Burns met in Doha with the Qatari leader and Mossad’s Barnea to go through the texts of the emerging arrangement.
  • The key obstacle at that point was that Hamas had not clearly identified who it was holding.
  • Three days later, Biden called the Emir of Qatar Sheikh Tamim bin Hamad Al Thani and demanded to know the names or clear identifying information for the 50 captives, including ages, gender and nationalities.
  • Without the information, the official told Reuters, there was no basis to move forward.
  • Shortly after Biden’s call, Hamas produced details for the 50 captives it said it would release in the first phase of any deal.

Mossad director David Barnea and CIA Director Bill Burns

November 14

  • According to Reuters, Biden called Netanyahu and urged him to take the deal. Netanyahu agreed.
  • McGurk saw Netanyahu that same day in Israel. Walking out of a meeting, Netanyahu grabbed McGurk’s arm and said that “we need this deal” and urged Biden to call the emir of Qatar on the final terms, one of the officials said.
  • Talks stalled as communications went dark in Gaza.
  • When they resumed, Biden was in San Francisco attending an Asia-Pacific summit. He called the emir of Qatar and worked with him to apply pressure on Israel and Hamas to close the deal, officials said.

November 18

  • US Middle East envoy McGurk met in Doha with the Qatari prime minister. CIA director Burns was dialled in after he spoke with Mossad. The meeting identified the last remaining gaps toward a deal.
  • The agreement was now structured for women and children to be freed in the first phase but with an expectation for future releases and the aim to bring all captives home to their families.

November 19

  • In Cairo, McGurk met with Egypt intelligence chief Abbas Kamel in the morning. Word came from Hamas leaders in Gaza that they had accepted nearly all the agreements worked out the day before in Doha.
  • Only one issue remained – the number of captives to be released in the first phase and the ultimate structure of the deal to incentivise releases beyond the 50 known women and children, the officials said.
  • A flurry of additional meetings ensued, and the deal finally came together.

A picture taken on January 20, 2018 shows Egypt's interim General Intelligence Chief and the Egyptian president's chief of staff Major-General Abbas Kamel

November 22

  • On November 22, Israel and Hamas agreed to a temporary pause in the war that would enable the release of the captives.
  • Before the meeting to discuss the deal, Netanyahu thanked Biden for his work to include more captives and fewer concessions in the agreement.
  • “It took significant US pressure to get this deal done, which really tells you what it’s going to take in terms of US pressure to get something more permanent in place if not a transition to Palestinian self-rule of some kind,” James Dorsey, an honorary fellow at the National University of Singapore’s Middle East Institute, told Al Jazeera.
