For $16 million, indiana’s first riverboat casino can be yours.

EVANSVILLE, Ind. (WISH) — Indiana’s first riverboat casino is up for sale again.

New Orleans Paddlewheels Inc. has announced it is pursuing a sale of the Riverboat Louis Armstrong . That riverboat initially served as Casino Aztar’s gambling riverboat on the Ohio River in Evansville. 

The boat, originally named City of Evansville, opened as Indiana’s first riverboat casino in 1995. In 2017, the casino, then operating as Tropicana Evansville, moved to land-based gambling and closed the riverboat.

The riverboat was sold to the New Orleans-based group, where it underwent renovations and opened as the city’s “most luxurious, and most unique concert and events venue on the Mississippi River.”

“In light of the recent changes to the local tourism market and hospitality industry, especially the ones that have resulted in the cancelling of future conventions in New Orleans, New Orleans Paddlewheels, Inc., has decided to pursue the potential sale of the Riverboat Louis Armstong,” company president Walter Reuther Jr. said in a statement. “Although this is somewhat unexpected, the change in circumstances arising out of the significant post-COVID changes has necessitated this path, and the sale of the vessel will permit the company to redeploy assets and personnel in other areas.”

The company is reportedly seeking $16 million for the 3,000-passenger riverboat. A Facebook video released in January 2022 features a tour of the riverboat .

A Riverboat Casino on the Ohio River

Casino is an actual faux historic white wedding cake 3 level riverboat that floats on the Ohio River connected to a hotel and restaurant building near the downtown business district. Casino smells quite smokey altho there are non-smoking and smoking areas. Top observation deck for checking out the river. Average slots - photo testimonials of pay outs. Several on site restaurants. Entertainment. Players Club customer service area before entering the actual boat needs renovated with updated seating and decor.

Very strong smoky place. Not a lot of variety. And a little cramp and confined feeling. Will NOT go back.

not much ventilation. It was very smoky. Non-smoking area adjacent to poker room which was allowing smoking, so none of the areas were really smoke free. Didn't offer much variety of play and most popular games were not available in non-smoking area. Bartenders were either non existent or highly distracted talking with co-workers. Waited quite a while for drinks when sitting at the bar.

Spent two days here playing slots and videopoker. Between 4 of us, we never won a penny! Very disappointing :(

A very nice casino. The staff were helpful and friendly. The machines were pretty much all in working order and very flashy and as a bonus, I won some money. Max & Erma's, a nice burger place attached to the casino is not to be missed. Great food, reasonable prices and a very pleasant waitstaff made this a great spot fro my friend's birthday get together.

Evansville Riverboat Casino First To Move To Land

Indiana’s first riverboat casino has become the first to move to land after a state law allowed such a move for Hoosier riverboat establishments.  Indiana Public Broadcasting’s Samantha Horton reports on today’s grand opening of the new land base for the Tropicana Evansville.

Patricia Eatman came to the Tropicana play and says she’s excited about the new venue.

“The riverboat t seemed smaller. I think there was three floors on there and this is just so spacious and you feel more comfortable and it’s really nice.”

Lieutenant Governor Suzanne Crouch was in attendance and says she sees this as the future of gaming in Indiana.

“I think this is the beginning of an ongoing movement to take casinos from the riverboat to land based. And that is what will make us competitive with our neighboring states.”

The 75,000 square foot casino features over a thousand of slot machines along with poker and table games.

The casino was able to move land based after the 2015 Indiana Legislature passed a bill allowing the change in the state’s gaming industry.

Here's what will happen to the riverboat

Tropicana Evansville patrons are looking forward to visiting the new land-based casino, but they also admitted not knowing much about it yet.

“Are there going to be new restaurants? How about the old boat, what are they going to do with that?” Amy Bedwell of Terre Haute asked recently.

“Are there going to be many new (slot) machines?” Barbara Knight of Sullivan, Indiana, asked.

In advance of the new casino’s grand opening at 10 a.m. Oct. 20, here’s what we know about the answers to those questions, and a few more.

·         What will the new casino look like?

The biggest change is all gaming options are on one floor, as opposed to the three-floor riverboat casino It faces Riverside Drive, between the Tropicana and Le Merigot hotels.

At its reopening, the casino will have 41 table games and 1,177 slot machines. About 100 of the slot machines are new.

It’s roughly the same number of games offered on the riverboat, because state legislation allowing riverboats to move on land did not permit expaned gaming.

The land-based casino will have 47,500 square feet of gaming space, up from 36,000 on the riverboat. And ceilings are far higher.

The new casino’s high-limit area will have a different look, as well.

“It will have its own bar, with both table games and slots in the same area,” said John Chaszar, Tropicana Evansville general manager. “They are in two separate areas (on the riverboat).”

What is the smoking policy in the new casino?

Smoking is permitted in the land-based casino, like on the riverboat,. A small part of the floor will be smoke-free.

Chaszar said the new facility's ventilation system will be superior to the riverboat's, making the environment better for nonsmokers.

What are the new restaurants and entertainment options?

Let’s first look at what won’t be in the new facility.

Max & Erma’s and Hoosier’s Lounge, on the casino pavilion’s ground floor, are closing. An Italian restaurant in the pavilion already has closed.

Cavanaugh’s, an upscale steakhouse on the pavilion’s upper floor that has riverfront views, will remain open. The casino’s gift shop near Cavanaugh’s also will stay. Chaszar said the pavilion’s newly vacant space will be redesigned and repurposed at some point.

The Kitchen, a buffet restaurant in Tropicana Hotel, was recently expanded in anticipation of increased business from the land-based casino.

The biggest restaurant addition in the new building is Tap House, which is just off the new casino’s floor on the Le Merigot end. It will have 36 beers, including several from local breweries. It will be a casual restaurant in the mold of Max & Erma’s.

The Deli, near the Tropicana Hotel end of the casino, will be open around the clock offering New York-style sandwiches, hot dogs, personal pizzas, salads, soup and coffee.

A nightclub called 421 will replace Hoosier’s Lounge. It will have live entertainment on weekends and some weeknights. It’s designed much differently from Hoosier’s Lounge – performers will be on a stage built behind the bar and servers.

Tropicana will take on more of a nightclub feel in the evenings, with 421 being a focal point, Chaszar said. The club’s name is derived from its address, 421 NW Riverside Drive.

What will happen the riverboat?

Tropicana has a contract with an entity that is buying the vessel. Casino officials said they cannot reveal more details yet due to a confidentiality agreement with the purchasing entity.

News of the riverboat’s next destination, though, apparently will not be under wraps long.

Tropicana Evansville Director of Marketing Stacey McNeill told the Indiana Gaming Commission during its recent board meeting in Evansville that the riverboat’s sale is likely to close on Oct. 30, “and it will actually depart the same day.”

Is the LST 325 still moving to the riverboat dock?

That is still the plan of everyone involved. Tropicana Evansville has contributed $1 million toward the LST’s relocation. But the move is still a few months away, perhaps even a year.

“We’ve still got a ways to go,” said Chris Donahue, an LST 325 board member and the point person on dealings with the city and casino. “We have to have a building built (for the LST offices and gift shop).”

Donahue said vacant space in the pavilion apparently is not a possibility for the LST’s use, because Tropicana wishes to keep it.

Also, the dock at Tropicana must be modified to accommodate the LST. Morley, an Evansville engineering firm, is involved in talks between the LST, Tropicana and the city.

“There’s more engineering to it than people would suspect,” Donahue said.

Although moving the LST will take some time, all parties involved still want it to happen, Donahue said. He noted Tropicana’s financial commitment.

“I want to commend them big-time for that,” Donahue said. “You always want to go where you’re wanted.”

What are future plans for The District?

Ri Ra remains at The District and is undergoing a renovation. Chaszar said there are no plans currently for the space that most recently was a Mexican grill and Boogie Nights dance club.

Casino officials said they have received recent interest in the property.

Indiana’s first casino is now on the market for $16M. Casino Aztar opened on Dec. 8, 1995 and became a floating fixture on the Ohio River shoreline in downtown Evansville for the next 20 years. Since 2019, it has operated in New Orleans as the Riverboat Louis Armstrong, a monument to the town’s best-known native jazz trumpeter.

“The boat is beautiful, and we have about $14 million invested in it,” Warren Reuther told Casino.org. He’s the president and CEO of Hospitality Enterprises New Orleans/BigEasy.com, which purchased the riverboat in 2017.

“We bought it for entertainment and also conventions,” Reuther said, “The boat was docked right behind the convention center. But New Orleans has slowed down quite a bit with conventions, and we decided that ’23 was not going to be a good year for conventions in New Orleans.”

The Casino Aztar became Indiana’s first casino under riverboat gaming legislation passed in November 1993. Officially named the “City of Evansville,” it was opened by the Aztar Corporation, a Phoenix-based hospitality organization formed during a 1989 restructuring of Ramada Inn, Inc.

More than 200 employees of Jeffersonville, Ind.’s Jeffboat spent more than a year constructing the 310-foot vessel. Its exterior was designed by RA Stern, Inc. as a replica of the historic Robert E. Lee racing sidewheel steamboat. The interior, by Morris & Brown Architects, Ltd., was pure Las Vegas glitz.

When the riverboat casino opened, it packed 1,100 slots and 60 blackjack and poker tables into its 38,000 square feet of gaming space. It could accommodate 2,700 guests.

In January 2007, Kentucky-based Columbia Sussex Corp acquired the riverboat. Less than a year later, to avoid bankruptcy, it sold it to Reno, Nev.-based Eldorado Resorts, as part of a $245M deal that  also included the casino’s 350-room hotel, parking lot, and a shopping pavilion. In 2013, Casino Aztar became Tropicana Evansville, a name-change aligning with its new parent company.

Losing Streak

After initially drawing about 2 million guests per year, the casino riverboat saw its attendance decline as more casinos opened in Indiana and nearby states. By fiscal year 2017, about 1.15 million guests boarded the Tropicana Evansville, according to Indiana Gaming Commission reports.

In 2015, then-Gov. Mike Pence allowed land-based casino legislation to become law without his signature. A year later, the Indiana Gaming Commission unanimously approved Tropicana Evansville’s proposal to move ashore. The company built a $50M downtown Evansville casino with 45K feet of gaming space and two hotels.

After 22 years of continuous operation, the floating casino closed on Oct. 16, 2017. It was sold to Texas Slots & Gaming Boat Purchase, which in turn resold it to Hospitality Enterprises New Orleans. (Through another of his companies, New Orleans Paddlewheels, Reuther once owned half of the Queen of New Orleans riverboat casino. Hilton Gaming Division owned the other half.)

“The casino boats that we looked at before this were terrible,” Reuther said. “They were not built to be boats. They were built to be a casino that floated. But this was different.”

The Big Difficult

Before the riverboat could be towed to its new home in Louisiana, modifications were required. More than 900 gaming machines were removed and its 98-foot smokestacks – too high for some bridge clearances en route – were temporarily disassembled.

In Louisiana, Reuther’s company performed $10M in renovations. Its interior was entirely gutted and rebuilt, with brand new floor plans that upped the boat’s occupancy to 3,000.

On Dec. 14, 2019, the former Casino Aztar was rechristened the Riverboat Louis Armstrong. Until last month, it has functioned as a nightclub and a venue space for jazz concerts, conventions, parties, and weddings. Docked at Hilton Riverside/Riverwalk, it is licensed to accommodate 3,000 passengers.

“We’ll open it back up if the convention business picks up again,” Reuther said. “But, for now, it’s available to anyone who wants a beautiful entertaining boat that can be dockside.”

Evansville is an Ohio River cruise port and city in Indiana USA (Vanderburgh County). By population (around 120,000), the city is ranked Indiana's 3rd-largest, following Indianapolis (state's capital) and Fort Wayne (Southern Indiana's largest). Evansville was founded in 1812 (1817-incorporated) and received city status in 1847.

Port Evansville (locode USEVV) is a major Ohio River port with a modern infrastructure and direct rail and highway connections. Evansville is also designated as a Port of Entry, allowing it to handle both domestic and international cargo shipping. The Port's largest international exports include chemicals (64%), heavy equipment (18%) and foods (5%). Ohio River also connects Evansville with the Great Lakes and also with foreign markets (via New Orleans' Port NOLA) .

As cruise port, Evansville was introduced with American Cruise Lines/ACL 's 2024 summer program and included in the schedule of the ACL riverboat American Heritage (fka Queen of the Mississippi) . The news was announced by ACL in August 2022.

Cruise ships in Evansville dock at Inland Marina. On the waterfront and to the north are two of the city's unique tourist attractions - the LST Dock (where is permanently moored USS LST-325 /a 1943-built landing ship tank, now serving as a WW2-themed museum) and Bally's Evansville (Hotel & Casino).

Indiana's first casino Bally's Evansville (1995-opened) was originally functioning on a riverboat (City of Evansville). The casino boat was an exact replica of the 1866-built Robert E. Lee (paddlewheel/sidewheel steamboat). In 2013, the casino boat (length 94 m / 310 ft, width 21 m / 70 ft, total public space 47863 ft2 / 4447 m2) was renamed Tropicana Evansville. Since 2018, Bally's Evansville is land-based (hotel and casino) property and owned by GLP-Gaming and Leisure Properties Inc.

Evansville Airport serves 30+ regularly scheduled domestic flights linking to Sanford/Orlando FL (by Allegiant Air), Charlotte NC and Dallas TX (by American Airlines/American Eagle), Atlanta GA (by Delta Air Lines and Delta Connection), and Chicago IL (American Airlines and Delta Air). Cargo flights (by FedEx Express) link to Memphis TN .

Four major railways serve Evansville's freight rail shipping - CSX, Evansville Western, Indiana Southwestern, and Norfolk Southern. The cargo trains are sorted at Howell Yard, which facilities have monthly capacity to handle ~3000 containers and trailers.

The current-day city's economy is largely based on trade, being Evansville Metro's principal city and serving a large tri-state (Illinois-Indiana-Kentucky) area that groups 30 counties (10x in Illinois, 11x in Indiana, 9x in Kentucky) and has combined population 0,9+ million. Evansville's major industries include healthcare/medical sciences (Deaconess Health System, Ascension St Vincent Evansville, hospitals), banking/finances, higher education (Evansville Vanderburgh School Corporation, Indiana Ivy Tech Community College, Evansville University, Southern Indiana University), manufacturing, logistics/transportation, energy-related businesses, retail shopping.

  • Survey Respondents Share Opinions of Riverboat Casinos in their Communities

In 1993, a new era began in Indiana. With the passage of the Riverboat Gambling Act, ( 1 ) communities in both the northern and southern portions of the state had the opportunity to bring riverboat casinos to their communities. The riverboats came with the promise of jobs and local investment, but they also established legalized gambling within the region. Since then, eleven licenses have been issued in the state, including the recent addition of the French Lick Resort Casino.

In an effort to maximize the positive impacts of Indiana’s riverboat casinos, all are subject to certain rules and regulations, including a series of license renewals required to retain their operating licenses. To remain in compliance, the casinos must demonstrate that they are well managed and able to provide continuing economic benefits for the local community. The Indiana Gaming Commission asked the Center for Urban Policy and the Environment (CUPE) of Indiana University’s School of Public and Environmental Affairs to perform economic, fiscal, community, financial, operational, and other analyses to aid in reviewing the riverboat casino licenses. As the casinos reach these renewal periods, CUPE conducts the analyses to determine the riverboat’s impact. CUPE is currently working on a series of eleven-year evaluations. ( 2 )

One component in determining the community impact is a random survey of local residents. Surveys have been conducted to ascertain the residents’ opinions of Horseshoe Casino in Hammond, Majestic Star I and II in Gary, Argosy Casino in Lawrenceburg, Grand Victoria Casino in Rising Sun, and Casino Aztar in Evansville (see Figure 1 ). In all instances, the surveys were conducted by the Survey Research Center at IUPUI. Data were collected by conducting random telephone interviews of approximately two-hundred residents of each city with the average interview lasting approximately five minutes. Respondents were informed at the outset that their participation was voluntary and their identity would remain anonymous.

For most Hoosiers, the perceived impact of the riverboat casinos is additional revenue for the state. The arrival of the casinos was viewed as a financial windfall for everyone—with local communities reaping the greatest benefit. In the communities where the casinos have been established for more than eleven years, it is important to ask residents if they believe casinos have provided the improved employment opportunities and increased local revenue that they promised and whether or not gambling abuse has tempered the casinos’ success. The survey was designed to aid in answering these questions.

Gaming Activities

All respondents were asked questions about their participation in various gaming activities and their frequency of play. As Table 1 indicates, a majority of respondents have participated in some form of gambling. Lottery tickets, scratch-off, and pull-tabs are the most widely reported form of gaming activity. Those representing the riverboat communities in the southern part of the state generally report higher levels of participation. This is especially true when asked if they have ever placed a bet at a casino or on horse racing. Approximately one-third of respondents have played bingo for cash prizes, while wagering on sports teams and their own personal skill is mentioned by roughly one in five respondents.

While most respondents have tried various forms of gaming, when asked about regular participation, the numbers fall. As Table 2 shows, lottery tickets, scratch-offs, and pull-tabs remain the most prevalent activity. Casino visits are still cited by respondents but wagering on sports teams and personal skill appears to be more frequent among those who have participated in gaming activity within the last month. Excluding Majestic Star I and II, the level of participation of those who have placed bets at a casino decreases when limiting participation to the last month.

Opinions of riverboat casinos.

In addition to surveying levels of gaming activity, respondents were asked to provide their opinions of the local casino. Table 3 illustrates the results when respondents were asked how they felt about having a riverboat casino in their community. In all areas, more respondents clearly favor the casinos than oppose them. Those opposed to the riverboats cite religious reasons and concerns about gambling problems.

Those in favor value the additional revenue for local governments and community foundations, the jobs, and the entertainment value the riverboat casinos provide.

Table 3 also shows that a sizeable number of respondents neither favor nor oppose but have mixed feelings about the casinos. Because of the range of feelings about the casino, CUPE attempted to determine if various experiences could impact whether someone may be more or less favorable to having a casino in their community. The survey data was segmented to highlight respondents who have not participated in any form of gaming activity, those who know someone who works for the local casino, and those who know someone with a gambling problem. Table 4 shows the results of these select groups when asked how they feel about having a casino in their community.

Not surprising, those who are not gamblers have the least favorable ratings of all respondents and a majority either are opposed to or have mixed feelings about the casino. Those who know a casino worker either equal or exceed the favorability ratings when compared to all respondents. Finally, those who know someone with a gambling problem appear to be just as likely to have mixed feelings about the casinos as they are to be in favor or opposed to them.

Riverboat Casinos as Part of Our Communities

Since 1995, Indiana communities have seen both the benefits and potential problems associated with the riverboat casinos in Indiana. The results of these surveys indicate that respondents believe the benefits outweigh the potential problems. While a number of respondents have mixed feelings about the casinos, an overwhelming majority have participated in some form of gambling activity, including placing a bet at a riverboat casino. Based upon the responses of those who know someone who works at the casino, respondents also appear to recognize that the casinos provide significant employment opportunities and the respondents who do not gamble appear to realize that riverboats make a sizeable investment in their communities.

Are There Indian Casinos in Indiana?

There is only one Indian casino in Indiana, and it’s the Four Winds South Bend which, as the name suggests, is found in the city of South Bend. Indian casinos don’t fall under state law to the same extent as other casinos and this has allowed them to proliferate in other states. You might also hear Indian casinos referred to as Native American casinos or tribal casinos.

You’ll find two racinos in Indiana, both of which are part of the Caesars group, but what exactly are they? Well, they combine horse racing and casino into one, offering a complete gambling experience. It’s possible to place a bet on the horses, before then changing focus and heading into the casino, where various games are often found.

Are There Cruise Ship or Riverboat Casinos in Indiana?

When casinos were legalized in Indiana in 1993, the law stated that they had to be on water, except for the resort at French Lick. Since then though, the rules have been relaxed, meaning that many casinos have moved onto dry land. Gambling Legal Situation in Indiana

Indiana has a flat income tax rate of 3.23% and everyone winning money, regardless of the amount, is expected to pay tax on their win. What’s more, winners will need to pay federal tax of 24% when winning anything over a specific amount (this varies by game – for slots it is $1,200) or when winning a sum of 300x or more the size of a bet.

Casino gambling has been legal in Indiana since 1993, when the Indiana Riverboat Act was passed. This legalized casinos, but only on water. This law was repealed in 1999, allowing casinos to set up on land. The most recent change to Indiana gambling law came in 2019, when sports betting was legalized in the state. As with most states, gambling in Indiana has a long history. Take a look at the timeline below to see some of the most significant dates for gambling in the state.

1851 Indiana Constitution bans almost all forms of gambling in the state. While the Constitution only specifically banned lotteries, this was seen by courts as a ban on nearly all forms of gambling.

1988 Voters in the state approve a constitutional amendment, allowing a lottery to be set up in Indiana.

1989 Pari-mutuel betting was legalized. Hoosier Park (now Harrah’s Hoosier Park Racing & Casino) opened in 1994 and off-track betting parlors were first seen in 1995.

1993 Casinos are legalized. Land-based casinos in French Lick and Gary are permitted, plus riverboat casinos are allowed on the Ohio River. Riverboat casinos on Lake Michigan and Patoka Lake were later added to the law. These laws were later relaxed, allowing more land-based casinos.

2019 Indiana legalizes sports betting, both online and offline.

Upcoming Changes in the Gambling Regulation

At the moment, there are no upcoming changes to gambling regulation in Indiana. The state has only just legalized sports betting, so it is probable that this will be allowed to settle before any new gambling regulation is even considered.

Riverboat cruise coming to Evansville next month

EVANSVILLE, Ind. (WFIE) - Riverboat tours will start making stops in Evansville starting with one this summer.

Visit Evansville President Alexis Berggren shared the news during a visit to the 14 News studio for Midday with Mike.

She says it will be American Cruise Lines’ American Heritage , which is a traditional paddleboat.

Berggren says it’s expected to bring in tourism to downtown businesses.

The old LST dock is where the boat will come in. It won’t be docked full time, but will be a stop on the riverboat’s tour.

The first stop is set for Aug. 8, with more possible in the future.
